Ms. Cowley is a 2020 graduate of the University of Florida and earned her Juris Doctor from Florida State University College of Law in 2024. Prior to joining the firm, she practiced as a litigation associate with Sniffen & Harmon, P.A., where she gained experience in civil litigation, including matters involving labor and employment, education and civil rights law. Ms. Cowley joined the firm in 2026 and focuses her practice on local government law.
