Nabors, Giblin & Nickerson is pleased to announce that John R. Jenkins has become a shareholder of the Firm, resident in the Tallahassee Office. Mr. Jenkins has been of-counsel with the Firm since joining in 2012 and smoothly integrating into the firm’s utility practice group.
Mr. Jenkins has over 25 years of experience practicing in the areas of public utility law, public finance, business transactions, regulatory and environmental law, with a concentration in water and wastewater utilities. In recent years Mr. Jenkins has also worked on design-build contracts, public-private partnerships, regional water authorities, grant funding and real estate issues.
Mr. Jenkins has a broad base of experience in utility matters in the public and private sectors relating to capital improvement programs and budgeting, tax exempt and conventional financing, rate setting, regulatory compliance, developer agreements, procurement and contracting, and system development and enhancement. Mr. Jenkins has acted as counsel in the purchase and sale of many businesses, particularly transactions involving water utilities. He is counsel to several not-for-profit utility cooperatives and advises on formation, qualification for tax exempt status, and general operations. Mr. Jenkins has experience before the Florida Public Service Commission, the various Water Management Districts, the Department of Environmental Protection, and the Department of Business & Professional Regulation.
