Evan J. Rosenthal and Elmer C. Ignacio presented at the 2026 Florida Association of County Attorneys CLE on “Land Use in Transition: Navigating the Latest Legislative Changes.” This presentation examined recent legislative changes impacting counties in the field of land use and how counties are adapting in response.  Specific topics discussed included: SB 180 (Chapter No. 2025-190), HB 399 (Chapter No. 2026-7), the Live Local Act, changes to the Florida Impact Fee Act, and changes to the plat approval process (including Chapter Nos. 2024-210 and 2025-6).
